Lawmakers weigh overhaul of massive health and human services agency

Texas lawmakers on Monday took up a proposed restructuring of the state's sprawling health and human services commission, a major overhaul that would consolidate programs, reform the scandal-plauged anti-fraud unit and push more residents with developmental disabilities into community programs, among other changes. The bill would mark a major change for the Texas Health and Human Services Commission, which employs nearly 60,000 people and has an annual budget of about $30 billion.
